本部分涉及的试验均为型式试验。本部分不包括关于在生产期间对单个灯的控制装置的试验要求。
半灯具的要求在GB7000中给出（见GB7000.1-2007中1.2.60)。
除了本部分所给出的要求之外，附录B还给出了适用于热保护式灯的控制装置的一般要求和安全要求。附录C给出了带过热保护器的灯的电子控制装置的一般要求和安全要求。
具备双重绝缘或加强绝缘的内装式镇流器的补充要求在附录I中给出。

适用于本部分的GB19510.1-2009的附录和所使用的名词“灯”也理解为包含LED模块。

注1：在日本，输出电压可以是15000V。
以下规定了两类换流器和变频器，A类和B类的要求：
——A类换流器或变频器：在频率范围为20kHz~50kHz之内，（终端之间）的输出电压（峰值）不超过5000V，*大输出电流为35mA（有效值）和50mA（峰值）的条件下工作的换流器或变频器，电源电压不超过50Hz或60Hz250V或直流电压250V。
注2：由于对电流和k率范围有所限制，A类换流器或变频器的输出电流可视为不会造成电击危险。
注3：在日本，输出电压可达15000V。
——B类换流器或变频器：指对地无负载输出电压不超过5000V，终端之间的无负载输出电压不超过10000V，在10kHz-100kHz频率范围之内以及在200mA（有效值）和400mA（峰值）*大输出电流下工作的换流器或变频器。
注4：B类换流器或变频器的输出线路需要辅助保护。
注5：在日本，B类换流器或变M(器的电流不应超过50mA，次级绕组不应接地。
为了检验换流器或变频器的安全性，应检验它们的性能。但是，由于目前没有霓虹灯的特性标准，本部分便规定了基准负载，以确保可重复的试验结果。
绕组的*大额定工作温度tw不适用于本部分。
